Mandatory Qualifications:
- Possession of a bachelor’s degree, additional qualifying experience may be substituted for the required education on a year-for-year basis.
- (Two (2) consecutive years within the last five (5) years) Experience performing business analysis functions for large-scale (multi-million dollar) systems implementation or business enhancement projects.
- (Two (2) consecutive years within the last five (5) years) Experience applying an industry-recognized business solutions analysis framework or methodologies, such as (for example and without limitation) the Business Analysis Body of Knowledge (BABOK), to system implementation or business enhancement projects.
- Responses must include specific information about the framework or methodology used and the manner in which it was applied to the project.
Desirable Qualifications:
- Professional business analysis accreditation/certification, such as International Institute of Business Analysis (IIBA) Certified Business Analysis Professional (CBAP) or Project Management Institute Professional in Business Analysis (PMI-PBA) certification, current and in good standing.
- Note: Proof of certification must be included with response.
- Experience reviewing, assessing, and interpreting federal interoperability regulations or industry standards, such as the CMS Interoperability and Patient Access Final Rule; ONC Cures Act Final Rule; Health Level 7 (HL7) Fast Healthcare Interoperability Resources (FHIR) specification; etc.
- Additional years of experience beyond the mandatory minimum qualifications listed above.
- Membership or participation in national workgroups for the advancement of health information and interoperability standards.
- Experience with State of California programs and organizations, or other similar government experience.
- Knowledge of the national Medicaid program, particularly the functions and operations of State Medicaid Agencies.
